Then why does Peter even mention water if water kills and does not save?
Why did Jesus command water baptism if it kills and does not save?
Jesus answered, "Truly, truly, I say to you, unless one is born of water and the Spirit he cannot enter into the kingdom of God.
Why do we see water and the Spirit in conversions? Why do conversions end in baptism?
39When they came up out of the water, the Spirit of the Lord snatched Philip away; and the eunuch no longer saw him, but went on his way rejoicing.

Because water baptism is symbolic of what the Holy Spirit does for us. Jesus washes our sins away.

Not the removal of dirt from the water baptism, but an appeal, a pledge to God.
Having faith and repenting of sins is when Jesus saves us.
I have given scriptures that say Jesus saves us when he accepts us.
I have given you scriptures that say Jesus saves us when we obey his teachings.
The people repented of their sins and were water baptized.

Sometimes people are saved before a water baptism. Cornelius and his whole household were saved before a water baptism.
Sometimes people are water baptized and did NOT receive the Holy Spirit, such as the Samaritans in Acts.

Good notes GT. There is no resolution of this on the level of human observance of baptism. And anyway, Peter was trying to get us to see beyond those practices, to the 'appeal of a good conscience to God.' We get a good conscience through justification from our sins, and our appeal to God is that we will endeavor not to fall short.

God wants us to get water baptized, and it does affect our salvation.
It is important to teach what water baptism is; it will have a profound difference in a person's life if they realize that the water baptism ceremony is a symbol of what they believe in their heart and mind, and that is that we will are to die to the sins of the world and live to please Jesus.
Most people are not taught that. Most people are not taught that we have to obey. People are taught that they only have to have faith.
The power to get rid of sins from our life is greatly diminished from false teachers.
Preaching we do not have to believe and obey to get saved hinders people from becoming saved in the first place.
Water Baptism is not necessary but should be done as an outward sign of faith.

It was necessary for the 3000 and for Cornelius.
Refusal for the 3000 would have meant they would not have received the Holy Spirit.
All the converts of Acts were water baptized and was necessary.

The salvation is THROUGH because of SOMETHING.
Faith in Jesus Christ THROUGH/because/by/due to/by virtue of/by reason of what He did at the Cross of Calvary ye are saved.
No water involved in salvation. None.
Not even one drop of water.
The eight were saved THROUGH because they ENTERED the ark.
Had the eight not entered the ark, all would have been water baptized and lost.

Because Peter is using a symbolism.
He was saying that Nicodemus and the ones with him had been born from his mother. Unless one is born into this world, there is no way one can be born of the Spirit.
We are born dead into this world. Jesus was talking about spiritual things, not physical things.
I mean, even Nicodemus understood that Jesus was talking about being born of his mother ("How can someone be born when they are old?" Nicodemus asked. "Surely they cannot enter a second time into their mother's womb to be born!")
There, see it, you said so yourself. Conversions end in water baptism.
Conversions do not begin in water baptism, it END in water baptism.
The eunuch was already saved before he got wet.
Not the other way around.
The water did not save the eunuch, the eunuch was saved because the eunuch believed the salvation that Jesus Christ and what He did at the Cross of Calvary affords.

Paul, you, me, and every single saved person in the world will die a sinner, albeit forgiven because of Jesus Christ and what He did at the Cross of Calvary.
There is only ONE person in the whole world that was not a sinner and that was Jesus Christ.
