Josephus was a Jew, who actually went to the temple roughly in the same era that Paul went to the temple.
Here is what Josephus said:
"When you go through these [first] cloisters, unto the second [court of the] temple, there was a partition made of stone all round, whose height was three cubits: its construction was very elegant; upon it stood pillars, at equal distances from one another, declaring the law of purity, some in Greek, and some in Roman letters, that “no foreigner should go within that sanctuary” for that second [court of the] temple was called “the Sanctuary,” and was ascended to by fourteen steps from the first court." - War of the Jews, Book 5, Chapter 5, Verse 2
Notice the warnings were written in Roman and Greek, but not Hebrew.
Only a Jew could go beyond the partition wall.
That's what Paul is referring to in Ephesians. No longer did the partition wall divide the Gentiles from the Jews.

Ok, we've confirmed that some Gentiles were given certain ordinances to keep during Acts. These Gentiles are the ones that had turned to God.
So, which Gentiles would have been shut out by these ordinances? Yep, the pagan Gentiles.
