Gal 4:28
28 Now we [Believers in Christ], brethren, as Isaac was, are the children of promise.
Rom 9:8
That is, They which are the children of the flesh, these are not the children of God: but the children of the promise are counted for the seed.
Paul here in Gal 4:28 is writing to believers in Christ, and he states that they are the children of promise, and so they are that seed of Abraham to whom all the promises of God belong.
You see, Abraham had two sons, and both represent or picture his Two seeds; for the one son ishamel, does represent his seed/children according to the flesh as sinai with his mom hagar, and we know this by the allegory recorded earlier Gal 4:22-25
22 For it is written, that Abraham had two sons, the one by a bondmaid, the other by a freewoman.
23 But he who was of the bondwoman was born after the flesh; but he of the freewoman was by promise.
24 Which things are an allegory: for these are the two covenants; the one from the mount Sinai, which gendereth to bondage, which is Agar.
25 For this Agar is mount Sinai in Arabia, and answereth to Jerusalem which now is, and is in bondage with her children.
Agar and her ishmael are being compared to Abraham's physical and natural descendants that God formed the Covenant with at Sinai See Exodus 19-20 !
Now also God had another Son named Isaac, who represents Abraham's seed/children, descendants according to the Spirit and Promise, who was though born physically, yet in a unnatural and supernatural way; a way that defied that which was normally natural, in fact in a way that was impossible, being that Abraham's and Sarah's child bearing capabilities were dead Rom 4:19
19 And being not weak in faith, he considered not his own body now dead, when he was about an hundred years old, neither yet the deadness of Sarah's womb:
To make it simple, Sarah and Abraham naturally and physically did not have the ability to have natural children, So Isaac was born naturally, however it was by a miraculous and supernatural cause, by God's Power and Word of Promise !
So Abraham had a seed given to him according to this supernatural birth [a type of new birth], and all believers in Christ are products of that word of promise as was Isaac. Remember God had promised Abraham a numerous seed of this kind Gen 17:1-5
And when Abram was ninety years old and nine, the Lord appeared to Abram, and said unto him, I am the Almighty God; walk before me, and be thou perfect.
2 And I will make my covenant between me and thee, and will multiply thee exceedingly. See Heb 6:14 !
3 And Abram fell on his face: and God talked with him, saying,
4 As for me, behold, my covenant is with thee, and thou shalt be a father of many nations.
5 Neither shall thy name any more be called Abram, but thy name shall be Abraham; for a father of many nations have I made thee. God means by this both jew and gentile believers in Christ ! Gal 3:7-8 !
Thats correct, all believers come into being and become believers as a result of God's Promise to Abraham to multiply him exceedingly, for this Promise had not to do with his natural seed, but that seed which was according to the supernatural promise as was Isaac. All believers come to be by God's Divine Ability and Power, as He fulfills His Promise to Abraham !
