Right - same way they have to with drunk drivers who create carnage on the highway. Same way we had to do with irresponsible homos back in the eighties who showed up in the ER and ICUs with raging cases of HIV and Kaposi's Sarcoma and all sorts of other diseases that were hardly ever seen in developed countries. Same way they have to deal with people who smoke in bed, burn their houses down and end up in the burn units with 3rd degree burns.

Meanwhile, the rest of us will be building herd immunity

Ah, I see you dont seem to appreciate the difference between an infectious disease that may cause health care workers and others to get sick and those issues you wrote about.

And yes I know about herd immunity, that is the reason we want kids vaccinated for example---herd immunity without getting sick. You want people to get sick, or at least have actually had the virus absent a vaccine.

But perhaps that sheriff is on a 2nd career and has expertise in infectious disease from a prior life time.

Yes, it did. I was working in the field at the time. The specific "system" in which I was working - the intensive care nursery - was overwhelmed.

Apparently you don't know about herd immunity.

It has nothing to do with vaccination. It has to do with building your own immunities by exposure to the disease.

Just change the law that if someone was not wearing a mask and they are determined to have infected someone who was wearing a mask, make them criminally and civily responsible for their damage. Charge them with manslaughter if the person they infected dies, and charge them money for pain and suffering if the person doesn't die.
