It depends on the pope. Right now the popes deal with other nations like how all the other nations deal with each other, as sovereign states with official heads of state. The pope is the head of state of the Vatican nation-state. If the United States Constitution is just, then I don't know that any pope has a clear moral mandate to not join the Union. But like I said the pope's the head of state and it depends on the pope.
