Of course the devil started this whole sin mess the world is mired in with his direct, one on one, personal tempting of Adam and Eve. No one is denying that.

But the devil is not going to leave some world leader on the other side of the planet just to personally tempt your next door neighbor to steal some tool from his employer.

Notice those last 4 words: "but who are you?" The demon did not even know who these Jewish exorcists were.

I guess all of these people were world leaders because the devil/s gave them special attention, and this is only the book of Matthew.

If you would bother to study deeper you woud understand that those "vagabond Jews" were conjurers as that's the meaning of the word translated as "exorcists". These men were not empowered by God thus the retort they were met with that the devil knew who Jesus and Paul were but he wasn't impressed at all with them. They had no authority over him because they were not servants of God.

The angels are "his". They are under his authority. And within those angels is a hierarchical structure, no doubt, so that at some level, one of the devil's angels, under his authority, will be told to leave what they are doing and tempt some next door neighbor.

That doesn't mean that's the only way it happens. Our lusts and pride and sinful nature also play a part, and may not require a tempter every time.

One more thought on this issue: During the millennial reign of Christ, people will still sin. How will such sin even be possible since the devil won't be roaming the earth?

The answer is people don't require the presence of the devil to sin. Our sin natures can do that job without any help at all from the devil.
