With Trump in the White House, and Republicans in control of both Houses of Congress, who becomes the designated "scapegoat" for their inability to exercise this "mandate" to repeal and replace Obamacare or pass one significant piece of legislation in the first 100 days.
Given that Republicans control most states and therefore bear the responsibility for conducting elections within their own boundaries, they would be guilty of either collusion or incompetence by allowing 3 million illegal aliens to cast votes.
