Texas was mostly open to begin with. After the fiasco in Dallas the mask rules were only enforced by the government in government buildings. Otherwise, the mask mandates were not enforced. All the mandates in Texas were toothless after the Dallas affair. The compliance has been voluntary or enforced by businesses. However, most businesses would just politely ask yet still serve you.

Texas Gov. Greg Abbott on Thursday pushed back against President Biden for saying that red-state governors lifting mask mandates was "Neanderthal thinking."

But, second, he kind of said it on the worst day he could have, because the same day he said that in Texas, the Biden administration was releasing illegal immigrants into our communities who had COVID. The Biden administration was spreading COVID in south Texas yesterday because of their lack of constraint of testing and quarantining people who come across the border illegally. The Biden administration was exposing Texans to COVID. That is a Neanderthal type approach to dealing with the COVID situation."
