So why are they descriminating on the basis of Cochran's religious creed?

Because he is a bigot spreading hate and lies. There is no constitutional protection from firing a hateful bigot spreading lies, especially when done on the job to employees through distributing his book. He is free to do so, and we are free to isolate the bigot and remove him from his job.

He is creating a hostile work environment and thus has no place as chief of that department.

Imagine his book instead stated that women are inferior and should be treated like children, kept in the home to make babies and had no place in the work environment. Those women who worked were perverse men haters. Imagine that he distributed the book to the employees at work. He should definitely be fired for such actions.

There is no freedom of speech in the workplace. This is pretty basic civics 101 stuff.
