The eternal covenant is speaking of the covenant with Israel. I'm not sure where you get the idea of it being a covenant among the person's of the Godhead.
I'm pretty sure the covenants are all with the nation of Israel.
Romans 9 speaks of this..

True, there are many mysteries, but God is able to reveal them to us through the Holy Spirit....as we diligently read and study His word. Can we ever grasp the greatness of God...not until we see Him face to face would be my guess.

He wanted a people who loved Him without being forced to do so. First, He had to make it possible for them to get close to Him. That meant taking care of their sins. As you can imagine, God's plans are not man's.
