Here is an article by The Donbas Insider. It shows the forward movement of the Donbas and Lugansk armies in concert with the Russian army engaged in fighting the Nazis in eastern Ukraine.
Another article from the Donbass Insider. It is on a Ukrainian by the name of Dmytro Iaroch who is a neo Nazi and an Isis supporter. It tells his history and his political aims which are to make sure Nazism triumphs.

Wilbur analyzed over 600 articles and found a strong, positive correlation between Sputnik, Russia’s state-owned media, and popular alternative media sites that are thought to provide favorable coverage in the U.S. of Russia and its allies.

It's obviously not a lie because the meme maker deliberately refused to use quotation marks. The meme is communicating what Soros is likely thinking.
