It means that a time is coming when God will take action against those who divide the land of Israel.

Joel 3:2

2 I will also gather all nations,

And bring them down to the Valley of Jehoshaphat;

And I will enter into judgment with them there

On account of My people, My heritage Israel,

Whom they have scattered among the nations;

They have also divided up My land.

Your interpretation is not contextual with Jesus' word.

Jesus is not concerned with earthly quibbling.

He is for the Kingdom of God, not of the world.

The (Kingdom Of God) is also here on Earth. The bible does say they care about the people and world.
