I do not know the timing of any of this in your post. However, I can ask you, did not God choose Saul?
Yes, God selected Saul, but we are called upon to compare the life of Saul and the selection, life and character of David, described as a man after God’s own heart. The whole process indicates some aspects of the wisdom of God in selecting potentially good or bad rulers.

Please clarify “good” in what you are asking, “good choice”. Saul was not fully equal or prepared for the responsibility. As far as his spiritual qualifications, he had not even heard of or encountered Samuel before his selection, when he had lost his father’s donkeys. The choice that God made in selecting Saul was part of the wisdom of God, and all that God does is “good’. For example, the persecution that David suffered under the hands of Saul was part of the preparation of David.
