No, if a middle aged or older couple decide to shack up together then they don'y need a marriage certificate in order not to be committing a crime. It's their business. If you want to enact laws that make it so then why not do as A4T once suggested and start your own community where you can apply your religious zealotry to those that want to be part of it.
