So in DC the President appoints the Commander of the National Guard.
Being a Political appointment they can be replaced with a new Pres and submit a letter of resignation to stream line things.
In this case the Trump Administration chose to accept that resignation and appoint a replacement for this General that was appointed under Bush.
So, Trump wanted to make sure His Guy was running the Guard in DC the moment he takes office.

Hello Lew,
This is like something out of Oliver Stone’s JFK. The national guard commander in DC has been ordered to step down at 12:01 PM on Friday, the minute Trump takes office. He is in charge, among other things, of the air cover over the event. But here is what’s even weirder.
WaPo first reported the story, saying he had been asked to step down, and “The Army and officials with Trump’s transition team did not immediately respond for comment.” That means they waited five minutes and printed it. The story says nothing about this being Trump’s idea, but…
TPM says, “Trump Orders DC National Guard Chief To Leave In Middle Of Inaugural Ceremony,” based on nothing but the WaPo story it links to, which doesn’t say this was Trump’s idea. So, where did they get that info? They made it up.
The Week does the same thing.
There are others all reporting Trump demanded this officer resign his post and turn it over to an interim commander right in the middle of the ceremony, but there is apparently no source for that info except WaPo, which doesn’t say it was Trump’s idea.
What is going on?
