It could be that ISIS is less interested in chasing after them if they leave their weapons behind.
That said, yes, they probably don't really mind having a theocracy. That's why arming one group of rebels against another is senseless for everyone except the defense contractors many republicans and some democrats work for. It's arming someone who wants to fight a theocracy so they can establish their own theocracy.
