"Everyone" here is talking about unbelieving Israel.
But you wouldn't know that because you ignore the context of the verse.
They were cut off and need to be grafted back in:
Romans 11:23 And if they do not persist in unbelief, they will be grafted in, for God is able to graft them in again.
Using verses that inherently support my position doesn't help yours. My position is that God cut off unbelieving Israel in Acts 9. Using verses from Romans doesn't help your position, since Paul wrote Romans YEARS AFTER the events of Acts 9.
You have to show that Israel was cut off BEFORE Acts 9 in order to disprove my position false.
