Incorrect. Biden is responsible for what happens on his watch. Presidents must make reasonable decisions based on available information. They can be judged taking circumstances into account. Trump ignored and minimized information that could help the public at the time. Biden does a reasonable job of trying to motivate the public to do the right things.As you can see with Skeeter and others here, they're denying that Biden bears any responsibility for the deaths under his watch.
It is entirely possible that a better president could preside over poorer results. With Biden confounding factors abound. (see earlier post) Here, early precautions regarding an emerging epidemic could have made a big difference. If Trump actively touted the vaccine when it was at its most effective, the impact would have been profound. His attempt now is WAY LATE.
Looking at numbers without looking at conditions on the ground is a foolhardy enterprise.
