Paul is referencing the Lost sheep of Israel in Romans 9:25.
I believe it's speaking of the gentiles. They were NOT God's people.
By the way, what church or denomination are you/have you, been
affiliated with? Because, I want to know who I'm speaking with?

The Kingdom message still holds true with Christ and with Paul. What is the difference.
Also when has it ever not been about the Grace of God?
Israel never followed God completely. Noah drank, Moses did not listen to God. David murdered someone. But they all had faith and by the Grace of God they will be saved.

Jesus did want his country men to realize what their mission would be. There is an advantage to them working in the mission (Rom 11) unless they are opposed to it, of course! So even Paul went to Jews first and then Gentiles.
