In addition: the verse does NOT say that a lost person CANNOT believe, but rather, that he doesn't believe, and as a result, his mind has been blinded by the god of this world, therefore the gospel is hidden from them.
I have already responded to your statement, citing Paul, who explains that those who were not saved DID NOT RECEIVE the love of the truth, which tells us that they could have received it, but instead refused it.
Thus, a lost person who doesn't believe can still believe, if they stop covering their eyes and ears.
and with all unrighteous deception among those who perish, because they did not receive the love of the truth, that they might be saved.And for this reason God will send them strong delusion, that they should believe the lie,that they all may be condemned who did not believe the truth but had pleasure in unrighteousness. - 2 Thessalonians 2:10-12
