You have a serious problem with the Bible. You believe that the Bible contradicts its self.
The term "ALL MEN" appears in the Bible 34 times.
Paul wrote, "Who will have ALL MEN to be saved" 1 Timothy 2:4.
It is God's will that ALL MEN should be saved. You are in conflict with the Bible and the will of God.
That Scripture pertains to the Elect of God, hence Paul writes in his second epistle to Timothy 2 Tim 2:10
10 Therefore I endure all things for the elect's sakes, that they may also obtain the salvation which is in Christ Jesus with eternal glory.
Salvation in Christ Jesus with Eternal Glory is for Gods Elect, Israel Isa 45:17
