I dont need a chapter and verse that says that literally, for man by nature is dead[spiritually] in trespasses and sins Eph 2:1
They can respond by humbling themselves.
You made the following claim without providing any scripture:

Lol, Man is spiritually dead, he needs to be born again I have provided scripture for that many many times.
So it's not possible for a spiritually dead man to ever humble himself?
Humility is recognizing that you're not very important. It simply means that one has a low view of oneself.
Are you saying that a spiritually dead man cannot recognize that he is spiritually dead and in need of life?
Then why does scripture show even wicked, spiritually dead men humbling themselves before God?
For example:
25 But there was no one like Ahab who sold himself to do wickedness in the sight of the Lord, because Jezebel his wife stirred him up. 26 And he behaved very abominably in following idols, according to all that the Amorites had done, whom the Lord had cast out before the children of Israel.
27 So it was, when Ahab heard those words, that he tore his clothes and put sackcloth on his body, and fasted and lay in sackcloth, and went about mourning.
28 And the word of the Lord came to Elijah the Tishbite, saying, 29 “See how Ahab has humbled himself before Me? Because he has humbled himself before Me, I will not bring the calamity in his days. In the days of his son I will bring the calamity on his house.”

That just says that the carnal mind is not/cannot be subject to the law of God. It DOES NOT say "subject to God" anywhere. That's just you reading it into the text.
But you have yet to provide scripture that says what you claimed, which was, in case you forgot:
