The individual Jewish believers had also received the atonement. But the blotting out of sins here refers to "corporate" Israel and not individuals:
"Repent ye therefore, and be converted, that your sins may be blotted out, when the times of refreshing shall come from the presence of the Lord. And he shall send Jesus Christ, which before was preached unto you" (Acts 3:19-20).
This is what is being referred to here by Paul:
"And so all Israel shall be saved: as it is written, There shall come out of Sion the Deliverer, and shall turn away ungodliness from Jacob: For this is my covenant unto them, when I shall take away their sins" (Ro.11:26-27).
On the other hand, individuals had their sins forgiven when they believed:
"To him give all the prophets witness, that through his name whosoever believeth in him shall receive remission of sins" (Acts 10:43).
It is ridiculous to argue that even though Peter said that the Holy Ghost had been given to him he had not yet received the atonement:
"And God, which knoweth the hearts, bare them witness, giving them the Holy Ghost, even as he did unto us; And put no difference between us and them, purifying their hearts by faith" (Acts 15:8-9).

Then Peter told them a falsehood in Acts 3, if their sins could be blotted out before the LORD returned.

Or else we must believe that every single time an 'individual" Jew repented then the Lord Jesus would be sent back to the earth:
"Repent ye therefore, and be converted, that your sins may be blotted out, when the times of refreshing shall come from the presence of the Lord. And he shall send Jesus Christ, which before was preached unto you" (Acts 3:19-20).
On a corporate level if the nation as a whole did repent and turn to God then there sins would have been blotted out and the promise to send back the Son would be fulfilled. But not immediately.
