No, that is not true. They changed how they calculated the mean surface temperature to more accurately match modern methods. You understand that mean surface temperature is not a direct observation, right? There are extensive publications on how to accurately extrapolate between point observations, if you care to look at them. Lots of math. And the algorithms used have been published too, if you like Fortran.
