The same is happening before our vey eyes and most are not aware of it.
The hardening of Pharoahs heart by God was only in regard to letting the Israelites go.

The Israelites had gone into apostasy before or at the same time as Pharaoh was raised up to suit the conflict where they had a choice as to who to be joined to.---
Heb 11:24 By faith Moses, when he was come to years, refused to be called the son of Pharaoh's daughter;
Heb 11:25 Choosing rather to suffer affliction with the people of God, than to enjoy the pleasures of sin for a season;
Heb 11:26 Esteeming the reproach of Christ greater riches than the treasures in Egypt: for he had respect unto the recompence of the reward.
Scripture does not record those who forsook God to join the godless, but I am sure many did, but it does show that a multitude of Egyptians went out with the descendants of Abraham , Isaac and Jacob and became members of Gods people.
The reason we can be sure of many things in one account is because all accounts are the same, even the last one yet to come.
People harden their own hearts toward God.
Act 28:27 For the heart of this people is waxed gross, and their ears are dull of hearing, and their eyes have they closed; lest they should see with their eyes, and hear with their ears, and understand with their heart, and should be converted, and I should heal them.
So people can claim God is unjust.

God gave Pharaoh five chances to repent. You never know when God is giving you your last call to live (Ge 6:3). You are not guaranteed a tomorrow (2 Co 6:2).Did God literally harden Pharaoh's heart?
Why believe? Because the word of God says so.
