As long as there are single-issue voters who are or can be convinced that the Republicans will someday ban abortions at the federal level, the GOP will continue to milk the issue without actually "doing anything about it," whatever that means.
There's no reason for the Republicans to push a bill banning abortion, because it will be shot down within seconds, no matter how big a majority they have in both houses.
And even if they took the time to bribe, threaten, and blackmail the number of necessary Democrats to get it into committees, it would come out completely different (to the "exact opposite of its original intent" degree of difference).
And even if by some satanic intervention they got it through committees without being shredded, AND got it shotgunned through both houses (all of which would require total and unconditional support from everyone with an "R" after their name, including the left-leaning ones), the moment it's law the states who disagreed would refuse to enforce it, and people in the states who would enforce it are already accustomed to crossing state lines to have the procedure done.
To say nothing of its immediate and total destruction at the hands of the SCOTUS.
If you want to stop abortions, PUSH FOR ACTUAL SEX EDUCATION IN THIS COUNTRY.
And not the kind that demonizes it as some kind of terrible ordeal necessary for baby-making.
And push for making access to birth control free, easy, and completely devoid of the kind of idiotic, churchy shame that keeps young men and women from exploring their sexuality intelligently.
