I believe he did that so that he would be placed in an American prison, as opposed to a Mexican one, which prisons are said to be atrocious... miserable..
He probably heard about how felons get TV and work out rooms and etc.. in prison... and said... Hey, I [this 7 time felon]... that's the best option i have..
(but you know.. he probably could have gotten what he wanted, the same life sentence he is getting.. by killing a bald eagle.. Mabye he just couldn't find one... )
