The Fonz was a minor role. What Winkler did with it made it The Fonz the character came to be known for. Even De Niro called Winkler to express his admiration at what Winkler was gradually doing with such a small role.
Sort of like some unknown actor in some small, nobody part in a film who turns so little into Best Supporting Actor.
The "Chuck" role on "Happy Days"? The actor playing the role was so dead that a card board cut out would have had more life.
