True, Peter means rock. However the church is built not on Peter but upon the profession that Peter makes, that is, that Jesus is the Christ, the Son of the Living God. You know, Christ is our cornerstone et al. Furthermore the Keys of the Kingdom, that is the authority to forgive or retain sins was not given to Peter but to the Church as witnessed in Matthew 18 and John 20.
