He was known to the police for years before he was finally arrested in 1996. He had been released from prison in 1991 after serving three-and-a-half years of a 13-year sentence for multiple child rape. When he was set free he was given a GBP 1,400 a month invalid's pension. Unbelievably, police also searched his house when Julie and Melissa were cowering in cages in his basement but failed to find them. They heard screaming but chose to believe Dutroux, who told them it must have been children playing outside. And, to add insult to injury, Dutroux briefly escaped in 1998 making a mockery of the police and prompting a wave of government resignations. Paradoxically he has also come close to being released because of the length of time it has taken to mount a case against him, a delay which his lawyers argued breached the European convention on human rights. The authorities were only able to circumvent this problem by convicting him for his abortive escape bid. And the closest he has come to a court case is one he mounted himself - to protest against his conditions in prison. So what an earth, you may well ask, is going on? The victims' parents think they have an answer - a cover-up and many Belgians agree with them. Dutroux was not acting alone, they say, but was part of a wider paedophile ring which included policemen and senior members of the establishment. Why else would there be such a delay in going to trial? This week Dutroux himself said as much although possibly for his own reasons. "A network with all kinds of criminal activities really does exist," he told VTM, a Flemish TV station. "But the authorities don't want to look into it." And there is no doubting that things do look odd. The original investigating magistrate was dismissed after sharing a meal with one of the victim's families and several prosecutors, policemen and crucial witness have committed suicide. Important evidence has also disappeared.

Last December a former employee accused the Home Office of giving tens of thousands of pounds to PIE through its Voluntary Services Unit, which provided annual grants for charities. Civil servants launched a trawl through 35,000 documents to investigate the claims, focusing on the VSU’s activities between 1973 and 1985. Their findings were finally published yesterday, prompting concerns that it had been timed so it would be overshadowed by Mrs May’s announcement of an over-arching inquiry. It found that two groups associated with the child sex-supporting lobbyists did receive hundreds of thousands of pounds from the VSU. The Albany Trust, which was founded to support ‘sexual minorities’, received £65,750 between 1974 and 1980. The trust invited representatives from PIE and a group called Paedophile Action for Liberation to a series of meetings in 1975 to discuss setting up a paedophile support group and publishing an information pamphlet about paedophilia. In 1977 the Home Office expressed ‘some disquiet’ about the way in which the trust was carrying out its work, the report noted. A second charity, Release, which offered advice on issues including drugs, medical and housing problems, was given £410,500 by the VSU between 1974 and 1984 via the Princedale Trust. In 1975 Release moved to 1 Elgin Avenue in London. The same year Release allowed PIE to begin using the same address for correspondence. The Home Office report said it was ‘impossible to determine’ whether VSU money given to the two charities was indirectly used to support PIE’s work, although it noted no evidence was found to confirm that it did. The report said the whistleblower’s account of seeing a Home Office document from about 1980 that listed a grant renewal of £30,000 for PIE was ‘credible’. But the review concluded that ‘on the balance of probabilities’ no money was given to PIE. Simon Danczuk, the Labour MP for Rochdale who exposed Cyril Smith’s abuse and led calls for a full inquiry into the alleged official cover-up of child abuse, said: ‘This report raises as many questions as it answers about the Home Office’s use of public funds to support groups linked to the Paedophile Information Exchange. ‘This does little to end concerns about the Home Office’s handling of child sexual abuse allegations over many years. ‘Releasing the report on the same day that the Home Secretary announced a major public inquiry into these issues will make some people wonder whether there has been an attempt to bury its findings.’ How the story unfolded: Chilling claims that sex abuse ring may have operated in British establishment date back to 1983 The chilling claims that a paedophile ring may have been operating within the British establishment first emerged in an investigation by campaigning Conservative politician Geoffrey Dickens. In November 1983, the MP for Littleborough and Saddleworth in Greater Manchester sent a 40-page document to then Home Secretary Leon Brittan detailing alleged VIP child abusers, apparently including former Liberal party chief whip Cyril Smith and other senior politicians. In a newspaper interview at the time, Mr Dickens claimed his dossier contained the names of eight 'really important public figures' that he planned to expose, and whose crimes are believed to have stretched back to the 1960s. November 1983: Geoffrey Dickens produces a huge dossier detailing allegations of sexual abuse against prominent figures in the British establishment. He tells his family the claims will 'blow apart' the VIP paedophile ring. March 1984: Home Secretary Leon Brittan tells Mr Dickens that his dossier has been assessed by prosecutors and passed on to the police, but no further action is taken. The dossier is now either lost or missing. May 1995 Geoffrey Dickens dies. A short time later his wife destroys his copy of the paedophile dossier. The only other copies - one received by Mr Brittan and another allegedly sent to the Director of Public Prosecutions - are believed to have been lost or destroyed. September 2010 The 29-stone Rochdale MP Sir Cyril Smith dies aged 82 without ever being charged with sex offences. 2011/2012: Following the death of Sir Jimmy Savile, dozens of claims of historic child abuse emerge - including a number of alleged victims of Smith, who is said to have spanked and sexually abused teenage boys at a hostel he co-founded in the early 1960s. October 2012 During Prime Minister's Questions, Labour MP Tom Watson claims there is 'clear intelligence suggesting a powerful paedophile network linked to Parliament and No10'. November 2012 Lancashire Police announced they will be investigating claims of sexual abuse by Smith relating to incidents before 1974, while Greater Manchester Police will investigate claims after 1974. November 2012 The Crown Prosecution Service admits Smith should have been charged with crimes of abuse more than 40 years earlier. The CPS also admitted Smith had been investigated in 1970, 1974, 1998, and 1999 but rejected every opportunity to prosecute him. November 2012 A former special branch officer, Tony Robinson, says a historic dossier 'packed' with information about Smith's sex crimes was actually in the hands of Mi5 - despite officially having been 'lost' decades earlier. December 2012 Scotland Yard sets up Operation Fairbank to investigate claims a paedophile ring operated at the Elm Guest House in Barnes, southwest London, in the 1970s and 80s. Among those abusing children are said to have been a number of prominent politicians. February 2013 Operation Fernbridge is established to investigate the Elm Guest House alleged paedophile ring. February 2013 It is claimed a 'paedophile ring of VIPs' also operated at the Grafton Close Children's Home in Richmond, Surrey. February 2013 Two men, a Catholic priest from Norwich, and a man understood to be connected to Grafton Close, arrested on suspicion of sexual offences and questioned by Operation Fernbridge officers. June 2013 Scotland Yard claims that seven police officers are working full time on Operation Fernbridge and are following more than 300 leads. June 2013 Charles Napier, the half-brother of senior Conservative politician John Whittingdale, is arrested by Operation Fairbank officers. December 2013 Some senior Labour party politicians linked to pro-paedophile campaign group the Paedophile Information Exchange, which was affiliated with the National Council for Civil Liberties pressure group, now known as Liberty, in the 1970s and early 1980s. December 2013 Police search the home of Lord Janner as part of a historical sex abuse investigation. He is not arrested. February 2014 Patricia Hewitt, Labour's former Secretary of State for Health who was NCCL's general secretary for nine years, later apologised and said she had been 'naive and wrong' to consider PIE a legitimate campaign group. June 2014 Lord Janner's Westminster office is searched by police. Again the peer is not arrested. July 3, 2014 Labour MP Simon Danczuk called on Leon Brittan to say what he knew about the Dickens dossier. It emerges the dossier has now been either lost or destroyed and the Home Office admits it can find no evidence of any criminal inquiry relating to it. July 5, 2014 More than 10 current and former politicians are said to be on a list of alleged child abusers held by police investigating claims of an alleged paedophile ring. July 6, 2014 Home Office permanent secretary Mark Sedwill reveals that 114 files relating to historic allegations of child sex abuse, from between 1979 and 1999, have disappeared from the Home Office. It is also revealed that former Home Secretary Lord Brittan was accused of raping a student in 1967. The 2012 allegation was not investigated until Director of Public Prosecutions Alison Saunders ordered the Met Police to re-open the case in June this year.

In 1999, an international investigation of child pornographers and paedophiles run by Britain's National Criminal Intelligence Service, code named Operation Ore, resulted in 7,250 suspects being identified in the United Kingdom alone. Some 1850 people were criminally charged in the case and there were 1451 convictions. Almost 500 people were interviewed "under caution" by police, meaning they were suspects. Some 900 individuals remain under investigation. In early 2003, British police began to close in on some top suspects in the Operation Ore investigation, including senior members of Blair's government. However, Blair issued a D-Notice, resulting in a gag order on the press from publishing any details of the investigation. Blair cited the impending war in Iraq as a reason for the D-Notice. Police also discovered links between British Labour government paedophile suspects and the trafficking of children for purposes of prostitution from Belgium and Portugal (including young boys from the Casa Pia orphanage in Portugal). In the United States, Operation Ore's counterpart was Operation Avalanche. However, U.S. authorities only charged 100 people out of 35,000 investigated. The international paedophile investigation began when Dallas police and the US Postal Inspection Service raided the offices of Landslide Productions of Fort Worth, Texas and confiscated records on thousands of people around the world who were child pornography customers of the firm. Landslide's halcyon days as a Fort Worth-based international online marketplace of kiddie porn was during the term of Texas Governor George W. Bush. WMR has learned that the Bush administration, like that of Blair, is rife with paedophiles in top positions. Lyon, 38, from Stanford le Hope in Essex, denies 12 specimen charges of making an indecent image of a child between October 2001 and April 2002. "It is like a drug, you try one and you want to try something harder, and it has a snowball effect," he is alleged to have told officers when arrested. Lyonworked in the Upper Table Office, where he met MPs, the Speaker, and Deputy Speaker while checking parliamentary questions and administering early day motions. "He needed skills in computing and the internet," said Ms Karmy-Jones. "He is an intelligent individual, and knew full well what he was doing." When first interviewed, he allegedly told police he did not distribute material - "I just look at pictures." Ms Karmy-Jones told jurors: "This case is about child pornography - what others might call photos of child abuse. When I say child abuse, it may sound harsh, but it is the nature of these images which is central to the case. They are unpleasant and disturbing." She said the issue might be whether it was Lyon who downloaded the images. "We say it is clear he was that man." Early history and activity PIE was set up as a special interest group within the Scottish Minorities Group by founder member Michael Hanson, who became the group’s first Chairman. Since the majority of enquiries were from England, PIE relocated to London in 1975 where 23-year old Keith Hose became its new Chairperson. Hose had connections with the South London group of the Gay Liberation Front (GLF). GLF thinking questioned the family as the basis of an economic, social and sexual system and certain sections of GLF favoured the abolition of the age of consent; their youth group had staged a march in support of this demand (however, it should be noted that the age of consent for homosexuals was 21 at the time, in comparison to 16 for heterosexuals). It was the subject of an article in the Sunday People, which dedicated its front page and centre-spread to the story. In the same year Hose also attended a conference organized by Mind, the national mental health organization, where it was suggested that PIE should submit evidence to the Home Office Criminal Law Revision Committee on the age of consent. PIE submitted a 17-page document in which it proposed that there should be no age of consent, and that the criminal law should concern itself only with sexual activities to which consent is not given, or which continue after prohibition by a civil court. PIE was set up to campaign for an acceptance and understanding of paedophilia by producing controversial documents. But its formally defined aims also included giving advice and counsel to paedophiles who wanted it, and providing a means for paedophiles to contact one another. Replies were handled by PIE, as with a box number system, so that correspondents were unidentifiable until they chose to exchange their own details. Since the purpose of this contact page was to enable paedophiles to contact one another, advertisements implying that contact with children was sought and advertisements for erotica were turned down. The Contact Page ultimately resulted in a prosecution for a ‘conspiracy to corrupt public morals’. PIE produced regular magazines that were distributed to members. The original Newsletter was superseded in 1976 by Understanding Paedophilia, which was intended to be sold in radical bookshops and be distributed free to PIE members. It was mainly the concern of Warren Middleton, who attempted to make the magazine a serious journal that included extracts from sensitive paedophilic literature and articles from psychologists with the aim of establishing respectability for paedophilia. When Middleton ceased active work with PIE, Understanding Paedophilia was replaced by the magazine Magpie, which was more of a compromise between the proselytising of the earlier publication and a forum for members. It contained news, book and film reviews, articles, non-nude photographs of children, humour about paedophilia, letters and other contributions by members. In 1977 PIE produced another regular publication called Childhood Rights. When the editor (‘David’) retired, this content was assimilated into Magpie. PIE, which campaigned for adults to have sex legally with children, only broke off its relationship with NCCL when it went undercover in 1982, the same year that Harriet Harman left her NCCL post to become Member of Parliament for Peckham. So when the Protection of Children Bill was put before Parliament in order to tighten the laws on child pornography by banning indecent images of under-16s Harriett Harman was at the forefront of the NCCL response. Signed by Harriett Harman in April 1978, the NCCL’s formal response to the Government proposals to reform sex laws dubbed a “Lolita’s Charter” was unbelievable. Harman argued that, “…childhood sexual experiences, willingly engaged in, with an adult result in no identifiable damage…Although this harm may be of a somewhat speculative nature, where participation falls short of physical assault, it is none-the-less justifiable to restrain activities by photographer which involve placing children under the age of 14 (or, arguably, 16) in sexual situations. We suggest that the term ‘indecent’ be qualified as follows: – A photograph or film shall not for this purpose be considered indecent (a) by reason only that the model is in a state of undress (whether complete or partial); (b) unless it is proved or is to be inferred from the photograph or film that the making of the photograph or film might reasonably be expected to have caused the model physical harm or pronounced psychological or emotional disorder.” NCCL people were earlier involved in keeping the name of an NCCL council-member, Jonathan Walters, out of the People newspaper when it ran an exposé of Paedophile Action for Liberation, of which he was secretary, in 1975. The People still ran the story, but Walters was not named. Even more extraordinary is the fact that a current Cabinet Minister was running the National Council of Civil Liberties at the time all this was going on. Here are her Motoring convictions, which proves she is certainly being “looked after” In 2003, Harman was fined £400 and banned from driving for seven days after being convicted of driving at 99 mph (159 km/h) on a motorway, 29 mph (47 km/h) above the speed limit. In 2007, Harman was issued with a £60 fixed penalty notice and given three penalty points on her licence for driving at 50 mph (80 km/h) in a temporary 40 mph (64 km/h) zone. Harman paid the fine several months late and avoided appearing at Ipswich magistrates court. Harman was again caught breaking the speed limit the following April, this time in a 30 mph zone, receiving a further 3 points on her driving licence. In January 2010, Harman pleaded guilty to driving without due care and attention in relation to an incident on 3 July where she struck another vehicle whilst driving using a mobile phone, she admitted the offence in court becoming the first serving Cabinet minister in memory to plead guilty to a criminal offence. Harman was fined £350, ordered to pay £70 costs, a £15 victim surcharge and had three points added to her licence. Road safety organisations such as Brake condemned the leniency of the punishment and decision to drop the charge of driving whilst using a mobile phone. The judge defended the decision stating “Ms Harman’s guilty plea to driving without due care and attention included her admitting that she had been using a mobile phone at the time” Jack Dromey, (pic above) whom Harriet Harman married in 1982, and who was Treasurer of the Labour Party, was also involved with the NCCL. He served on its Executive Committee from 1970 to 1979, so he was there when the decision to invite the two paedophile groups to affiliate was made. NCCL also set up a gay rights sub-committee at the same time, members of which included prominent paedophiles Peter Bremner (alias Roger Nash), Michael Burbidge, Keith Hose and Tom O’Carroll. And of course Walters and Locke were on the Executive. Who else was involved ? Legal action against members In the summer of 1978, the homes of several PIE committee members were raided by the police as part of a full-scale inquiry into PIE’s activities; as a result of this inquiry, a substantial report was submitted to the Director of Public Prosecutions and the prosecution of PIE activists followed. In particular, five activists were charged with printing contact advertisements in Magpie which were calculated to promote indecent acts between adults and children. Others were offered lesser charges of sending indecent material through the mail if they testified against the five. These charges related to letters that the accused exchanged detailing various sexual fantasies. It eventually became clear that one person had corresponded with most of the accused but had not been tried. After the trial, it emerged that there had been a cover-up: Mr “Henderson” had worked for MI6 and been a high commissioner in Canada. Steven Adrian Smith was Chairperson of PIE from 1979 to 1985. He was one of the PIE executive committee members charged in connection with the contact advertisements; he fled to Holland before the trial. In 1981 the former PIE Chairperson, Tom O’Carroll, (PIC BELOW) – Full profile on pervert ‘Carroll here ; was convicted on the conspiracy charge and sentenced to two years in prison. O’Carroll had been working on Paedophilia: The Radical Case in the period between the initial police raid and the trial. While the charges did not relate in any way to the publication of the book, the fact that he had written it was listed by the judge as a factor in determining the length of his sentence. PIE’s Tom O’Carroll says age of consent should be 0, and 4 yr olds can give consent In 1975 the delegates at the second annual conference of the Campaign for Homosexual Equality held in Sheffield were challenged by Keith Hose of the Paedophile Information Exchange to stand if they could honestly say they had no sexual interest in children. According to the local paper, one third of the 1,000 delegates remained in their seats. In 1984 The Times reported that two former executive committee members of PIE had been convicted on child pornography charges but acquitted on charges of incitement to commit unlawful sexual acts with children and that the group’s leader had fled the country while on bail. It was announced that the group was closing down in the PIE Bulletin as of July 1984. Surveys In 1978-9, the Paedophile Information Exchange surveyed its members and found that they were most attracted to girls aged 8–11 and boys aged 11–15. In 1978, Glenn Wilson and David Cox approached Mr O’Carroll with a request to study the PIE membership. A meeting was held with the PIE leadership to vet the survey instruments and, after approval, these were distributed to PIE members in the course of their regular mailing. Wilson and Cox went on to use the data in writing their book, The Child-Lovers – a study of paedophilies in society. The EPQ and a lifestyle questionnaire were completed by 77 members of the Paedophile Information Exchange (PIE), a self-help club for men who are sexually attracted to children. Compared with control males the paedophiles were significantly introverted and high on P and N. Examination of individual items revealed that PIE members were more likely to be shy, sensitive, lonely, depressed and humourless, but they were not particularly troubled by guilt, obsessionality or worry about their looks. Individual variations within the paedophile sample were also found. Those who were high on P and low on E were interested in younger children and were less able to contemplate sex with adults. Paedophiles high on N were less happy about their sexual preference and were more likely to have sought treatment. Charles Oxley (head teacher) who infiltrated PIE suggested it had over 1000 members worldwide (Oxley was member no.909?), 200 of which were in Scotland. Oxley almost got the full membership list before a journalist blew his cover. He noticed some members were sending memos on Home Office notepaper. Wandsworth jail which housed O’Carroll colluded with him to smuggle paedophile literature in and out. The Home Office refused to outlaw PIE. A very dubious and defensive reply from the The Attorney-General when asked by the MP of Huddersfield in April 1981 whether the Director of Public Prosecutions gave special treatment to Sir Peter Hayman by taking steps to prevent his indentity being revealed in court. Attorney-Generals reply : No special treatment was afforded to Sir Peter Hayman and no steps were authorised or taken to protect his identity in evidence given to the court during the trial of O’Carroll and other members of the executive committee of PaedophileInformation Exchange. I made this clear in answers I gave to the hon. Member for Lewisham, West (Mr. Price) on 6 April—[Vol. 2, c. 682–83.]—to which I refer my hon. Friend. Furthermore, although the indictment in that case was amended before trial, this was because Treasury Counsel had doubts, following a preliminary hearing, as to whether the wording of the original charges might, as a matter of law, be open to objection. The amendment did not arise from any wish to protect the indentity of any person. The material of a pornographic nature found in the possession of Sir Peter Hayman was not relied on by the prosecution at the trial. There was, so far as the Director of Public Prosecutions is aware, no evidence whatsoever of Sir Peter Hayman having received or sent by post any obscene photograph of a child or young person or of his having taken such photographs or of his having committed any other act which might have been an offence under section 1 of the Protection of Children Act 1978. The mere possession of obscene material whether relating to children or adults is not in itself a criminal offence. The Director’s decision not to take proceedings under the Post Office Act against Sir Peter Hayman and others was taken in January 1979 before he received any papers relating to the activities of O’Carroll and other members of the executive committee of PIE. NEWS RELEASE The British Broadcasting Corporation (BBC) is embroiled in a child sex scandal centred on Jimmy Savile, its anchorman on many popular entertainment shows for over thirty years. Now new information is surfacing which indicates that Jimmy Savile was a fully paid up member of the Paedophile Information Exchange (P.I.E) – an organisation which campaigned for the abolition of the age of consent in the UK. The letter below has been sent to Lord Patten, Chairman of the BBC Trust. In it I have stated “I am placing this information before you in this open letter as I feel that the BBC should now initiate a full investigation into these reports suggesting that during the 1970’s and early 1980’s the BBC’s editorial policy was influenced in favour of P.I.E. This alleged infiltration of the BBC by P.I.E might also explain how Savile was able to operate as a sexual predator during his extended tenure at the BBC without challenge and/or prosecution.” I will pursue my objective of securing a full investigation into the alleged membership of Jimmy Savile of the organisation, P.I.E. This is an open letter, i.e. I do not regard it as confidential and reserve the right to publish it. There are some parts of it in italics, these sections I do regard as confidential and, as such, they will not be published. During 1982 I initiated an investigation into corruption in public life which resulted in the criminal prosecution of some high profile figures for offences against children, including serial child rape. PARAGRAPH DELETED. I turn now to the reason for my writing to you at this point. My investigation led me to the fringes of the Paedophile Information Exchange (P.I.E), an organisation whose history is a matter of public record. The organisation was founded during October 1974 and officially disbanded during 1984. Due to a lack of financial support my investigation into PIE was severely limited although I did secure two names on the membership list of the organisation, one was Jimmy Savile. One of the key aims of the organisation was to secure a reduction of the age of consent in the UK to FIVE and then abolish it altogether. The organisation secured significant support within parliament, the entertainment industry, the media and similar, professional, organisations. It was reported that, when the organisation was finally closed down, the membership list was found to contain the names of nationally known politicians, entertainers and people engaged in professions, including the medical and legal profession. Some teachers were, I believe, also found to be registered members. The quality and influential nature of its membership and the extent of support for the aims of the organisation among ‘opinion formers’ probably explains how it managed to remain in existence in this country for a decade before it was finally closed down. My investigations did clearly indicate that the tentacles of P.I.E extended deep into the establishment including the BBC and Parliament. This quote from the book Paedophilia – The Radical Case (Chapter 11) gives an indication of just how far the tentacles of P.I.E had spread and how influential the organisation had become. “One outcome of the MIND conference was the suggestion to Keith that PIE should submit evidence to the Home Office Criminal Law Revision Committee on the age of consent. With amazing despatch Keith did exactly this, preparing and submitting the seventeen-page document discussed in Chapter 6 in a matter of weeks, without the benefit of research time or facilities at his disposal. What’s more, we have it on reliable authority that his work caught the imagination of no less a figure than the Home Secretary of the time, Roy Jenkins.” The source who notified me that Savile was a fully paid up member of the organisation is extremely reliable. Other sources implied that Savile’s membership of P.I.E was known to others within the BBC who were either sympathetic to its objectives or were members themselves. This might explain why there appeared to be no effective pursuit of the organisation by BBC sponsored current affairs and investigative programmes during that period of P.I.E’s existence. I am placing this information before you in this open letter (except for the parts in ITALICS) as I feel that the BBC should now initiate a full investigation into theses reports suggesting that during the 1970’s and early 1980’s the BBC’s editorial policy was influenced in favour of P.I.E. It has been reported that Savile was responsible for the sexual assault of a brain damaged child at Stoke Mandeville Hospital. It has been stated “it can get no lower than this.” I beg to differ. My understanding is that the archive at New Scotland Yard hold an image of the youngest child recorded as being sexually abused, the child was female and was still attached to its mother by the umbilical cord. Perhaps there is some way to go before we reach the bottom of this “cesspit?” I do expect and formal and comprehensive response from you within a reasonable time period. Dec 2006 – Former vicar jailed over child pornography A former vicar has been jailed for four years over his role in amassing a huge “Aladdin’s Cave” of child pornography.Millionaire Michael Studdert was convicted along with paedophile rights campaigner Thomas O’Carroll, who received a two-and-a-half-year prison term. Ian Campbell Dunn Pioneering Scottish lesbigay campaigner Ian Dunn died suddenly in Edinburgh on Tuesday 10th March. He collapsed as he was leaving Edinburgh Royal Infirmary whence he had been discharged after receiving tests for shortness of breath and chest pains. He was readmitted, but doctors were unable to revive him. He was a founding member of the Paedophile Information Exchange, he believed in the rights of sexual minorities to organise politically. Educated at Hillhead High School in Glasgow, Ian worked for a time for the Met Office at Prestwick Airport and later in London. If he had remained with the Met Office, his next promotion would have been to present TV weather bulletins. However, he moved to Edinburgh, attending Heriot Watt University where he studied Town Planning. Unfortunately, his work in co-organising the world’s first International Gay Conference in 1974 meant that he neglected his studies and didn’t graduate – something he was careful to hide from his parents. Nevertheless, he worked for many years in the City’s planning department until he took early retirement during the recent local government reorganisation. In 1969, he was a founder member of the Scottish Minorities Group (which became the Scottish Homosexual Rights Group and is now OUTRIGHT Scotland). He was Convenor of OUTRIGHT Scotland at the time of his death and played a pivotal role in the organisation over the years. His main success was in persuading Robin Cook to move the amendment to the Criminal Justice (Scotland) Act 1980 which decriminalised sex for gay men aged 21 and over, but he continued to lobby for complete social and legal equality for homosexuals. When he agreed to act as ‘postbox’ for a paedophile theoretical journal called Minor Problems (which had been expelled from its previous mailing facility), he was the subject of a front page expose by the Sunday Mail and, although he sued the paper, he later quietly dropped the action Charles Napier – former envoy for the British Council in Cairo, was imprisoned for nine months in 1995 for two offences of sexually abusing a boy under the age of 16. IS THERE A MASONIC PAEDOPHILE RING TERRORISING SCOTLAND’S CHILDREN? Anne and Hollie Greig​ ​ Over the past ten years or so, Britain has been fairly preoccupied with paedophiles; finding out who they are, naming and shaming them, even – in a highly embarrassing set-back for the credibility of vigilantes everywhere – beating up paediatricians because it sounds a bit like paedophile. But, in previous years, it seems like paedophiles were everywhere – running the country, inventing dance music, touring the world in successful rock bands – and no one gave two hoots. In fact, shagging 13-year-old girls was mythologised as something glamorous in itself.​ However, times change (the “wandering hand” is now known as a grope) – something you probably noticed after this year’s media witch hunt. A hunt that hit its peak when Phillip Schofield assumed the role of a mum-friendly Guevara – an everyman freedom fighter who handed the Prime Minister a list of names the internet said were paedophiles on live TV, gave the camera a glimpse and ended up getting sued by a Tory peer. Adding weight to the old adage that daytime television presenters probably shouldn’t accuse people of being child molesters. Although Schofield’s mistake and subsequent suing was high-profile enough, and the subject rich enough that his name was effectively cleared, not everyone branded a paedophile in public has had such a clear-cut opportunity to escape the allegations. Likewise, in such a difficult act to prove, not every victim receives justice. A perfect example is Scotland’s Hollie Greig, a girl with Down’s Syndrome alleged to have been abused by a Masonic cabal at the very highest levels of Scottish society. As is usually the case with coverage of anything Masonic, you probably won’t have seen the case anywhere other than on the pages of badly formatted Blogspot accounts. Attempts to bring it to the mainstream have always failed, which – of course – strengthen campaigners’ feelings that Masons are involved in covering up the abuse. In a desperate attempt to provide some kind of justice, Robert Green, a leading campaigner, was jailedfor distributing leaflets containing the names of nearly two dozen Aberdeenshire residents Hollie accused of abusing her. Since then, Green has become a martyred Bobby Sands to Schofield’s cack-handed Guevara, drawing the support of the ‘Truth Movement‘, people who believe there weren’t any planes involved in 9/11 and that there are a bunch of shady, hooded men running the world from a cave in Cumbria. ​ I recently visited the home of Belinda McKenzie – a place the New Statesman called the ‘Highgate Hub’, in reference to its importance to the UK’s Truth Movement. The house is home to a rotating cast of various campaigners, who either stay in one of the five bedrooms or in the bunker buried beneath the garden. Such luminaries as David Shayler and Annie Machon have stayed there in the past, and I was lucky enough to bump into ‘Spacecowboy1954‘, who showed me a lot of photos of “orbs” he had taken the night before. He also showed me this video of a light. I was unclear of what exactly the light was, but, thankfully, the cowboy quickly explained with the certainty of a man 100 percent secure in his thoughts that it could only be one of two things: an alien entity or a spiritual presence. Belinda has supported the Hollie Greig campaign for years and is readying for a new push (videoed by Spacecowboy1954) in light of the public’s renewed appetite for paedophiles. The case, like the campaign itself, is massively long and complicated. The campaign slogan is “Google Hollie Greig”, and if you do just that, you’ll uncover over half a million pages of claims and counter-claims that broadly fit into two main camps: those who are campaigning on behalf of Hollie, attempting to prosecute her abusers; and those who believe that Hollie is a liar and the entire story is fabricated. Hollie’s alleged abuse was first brought to light after her parents – Anne Greig and Denis Mackie – had a row. Hollie told her mother that she was scared her father would kill the family’s dogs, and when her mother asked why, Hollie explained that Denis had molested her for the past 14 years, ensuring her silence by threatening her’s and the dogs’ safety. Although it was determined she had lost her virginity, Hollie had no physical evidence of mass abuse, which lead to Denis trying to have Anne sectioned and taking Hollie back into his care. An independent investigation found Anne sane and she fled to England with Hollie to start a new life. Belinda McKenzie​ In 1997 – three years prior to this – Anne’s brother Roy had died in an apparent suicide attempt in his burning car. Official records show he died of smoke inhalation, with cracked ribs and head injuries due to resuscitation efforts. Now in England, Hollie told her mother that Roy had caught Denis abusing her and he had told her uncle that he would kill him if he ever exposed the abuse, causing Anne to query if the suicide was in fact a murder and ask for official documents, but her requests were declined. Hollie began naming more of her abusers, which ultimately totalled 22 people. These names included a Sheriff (Scottish equivalent of a High Court Judge), a forensic policeman, a lawyer and Hollie’s own social worker. Sensing that a powerful Scottish elite had been abusing her daughter, Anne made several attempts to encourage Aberdeen police to investigate. On each occasion, police found no evidence of such a paedophile ring, which only riled her fears of a cover-up. In the meantime, Hollie’s brother and Denis both moved to Portugal to escape the allegations. When Madeleine McCann went missing, Anne feared Denis and her son could have been involved and advised police they should contact Denis. UK police didn’t act on the advice, nor did they inform Portuguese police, again adding beans to the cover-up pot. Lacking any concrete evidence of abuse beyond Hollie’s words and considering the police refuse to recognise them as truth, it’s reasonable to question the veracity of the claims. However, the campaign are adamant that, as a sufferer of Down’s Syndrome, Hollie always speaks the truth. That seemed almost laughable to me if it wasn’t so condescending, something confirmed by a spokesman for the Down’s Syndrome Association: “It would be unwise and incorrect to make broad statements like that, and I would disagree with the idea that people with Down’s Syndrome can’t lie.” Hollie also received a sum of around £4,000 from the Criminal Injuries Compensation Authority (CICA), which is seen – at best – as an admission of guilt from the government and – at worst – hush money. The problem there is that £4,000 really isn’t much when it comes to buying someone’s silence in a child abuse case, but the CICA works on very different rules of guilt to the law courts. Kind of how the FA work very differently to the courts, as John Terry found out when the law found him not guilty, but the FA gave him a match ban anyway. It was in 2009 that Robert Green started supporting Hollie’s cause, and in 2010 he ran for a seat as an independent MP in Aberdeen in an attempt to publicise Hollie’s case. It was then that he distributed the leaflets exposing Hollie’s alleged abusers and was arrested under a breach of the peace. At his trial in early 2012, he began each day asking the prosecution if they were Freemasons, suggesting that they were also part of the cover-up. He was found guilty, sentenced to a year in jail and ultimately released three months later. Two of the accused from the list – Sylvia Major and Wyn Dragon-Smith – have taken it upon themselves to defend their reputations, showing up at Green’s court case (where they were cast as evil incarnate by the Hollie Greig campaign, obviously) and releasing a video protesting their innocence. A group campaigning for the release of Robert Green.​ The BBC looked into the case in 2009, with investigative journalist Mark Daly getting in touch with the family and uncovering Roy Greig’s official death certificate. Hollie’s campaign insist they helped journalists with their investigation into the late stages of production, before it was suddenly pulled, seemingly under duress from management. However, Mark Daly tells me they didn’t even shoot a single frame of film and that the investigation didn’t get past the first couple of weeks of research. He also spoke on the record with theSunday Herald this summer, insisting “The truth is that the claims of the paedophile ring were based on a tissue of false assertions.” Meeting a brick wall every time the campaign has tried to prosecute the abusers through the police, the courts, and the media has only made them more convinced they’ve uncovered some dark conspiracy. The police refuse to prosecute? They must be complicit in the abuse. The media refuse to report it? Oh, they must be complicit in the abuse, too. The truth here will probably never emerge, which is deeply unsatisfying for everyone involved and will only continue to make the case one giant cluster of head****s. But so long as stories surface about light entertainers molesting hundreds of girls while spending Christmas with the Prime Minister and receiving honours from royalty, the embers of the conspiracy theory bonfire will carry on burning, ready to be poked into life any time something new transpires. by Chris oNiel

Former British envoy to Canada key to pedophile probe shaking Britain MARK MacKINNON LONDON — Globe and Mail Update (includes correction) Published Wednesday, Jul. 09, 2014 11:07PM EDT Last updated Thursday, Jul. 10, 2014 1:29PM EDT He was a diplomat – and reputedly also a Cold War spy – who was knighted by Queen Elizabeth II in 1971 while serving as her High Commissioner to Canada. It would later come to light that Peter Hayman was also a member of an influential group that lobbied to legalize pedophilia in Britain. The tawdry tale of the late Mr. Hayman’s secret life made headlines in 1981 after an envelope containing hard-core child pornography and diaries of his experiences and fantasies regarding sex with children was found on a London bus. Now it has emerged again as a key element in a seamy political scandal amid claims he was part of a wider network of child abusers who worked – and were protected – at some of the highest echelons of power in this country. The decades-old case of Mr. Hayman – and the establishment’s effort to sweep it under the carpet – has cast doubt on Prime Minister David Cameron’s pick to run a wide-ranging inquiry into allegations of child abuse and coverup in and around Parliament in the 1980s. Some say Baroness Elizabeth Butler-Sloss, a high-profile retired judge named by Mr. Cameron, is an inappropriate choice to head the inquiry since her brother was the attorney-general who decided not to prosecute Mr. Hayman. Britain has already been rocked by news that two popular television entertainers of the 1970s and 1980s – Jimmy Savile and Rolf Harris – were sexual predators whose abuses were widely known in some circles but never made public. Now the country’s establishment is bracing for the possible release of some or all of a list, reportedly up to 20 names long, of an organized ring of pedophiles that allegedly operated in and around Parliament during the same era. According to media reports, the names include MPs, including at least one member of Margaret Thatcher’s cabinet, as well as a senior civil servant and an official in the Royal Household. Some of the names were included in a dossier of 114 files, handed by an activist MP to the Home Office in 1983, that detailed child abuse allegations against top political figures. The files have since gone missing and their existence had been long forgotten until Labour MP Tom Watson raised the dossier again in the House of Commons in 2012, calling for police to investigate “a powerful pedophile network linked to Parliament and Number 10 [Downing Street, the prime minister’s residence].” Police subsequently launched a sprawling investigation, known as Operation Fernbridge, that has focused on the widespread abuse of young boys at the Elm Guest House in Barnes, in southwest London, some 30 years ago. They are believed to be close to making several arrests in connection with the cases. Some of the men police are believed to be investigating are dead, while others are reportedly still active in Westminster. Whistle-blowers have also claimed that an organization known as the Pedophile Information Exchange, which lobbied to lower the age of sexual consent, received government money in the 1970s. The name of Mr. Hayman – also known as “Member 330” of the exchange – is the only one made public so far. The fact he escaped punishment after the incident with the envelope on the bus (until a 1984 arrest for gross indecency in a public toilet) has been held up as proof of an establishment effort to protect one of their own. Mr. Hayman, who was married and had two children, died in 1992 at the age of 78. It’s not clear whether anything found in the envelope related to Mr. Hayman’s time in Ottawa. The sordid snippet of history has snarled the current U.K. government’s efforts to clear the air over whether well-connected child abusers were protected. Prime Minister David Cameron’s appointment of Lady Butler-Sloss on Tuesday to head an investigation was initially welcomed; she was the first woman to head the Court of Appeal, and later headed the inquest into the circumstances surrounding the death of the late Diana, Princess of Wales. But the public mood turned against her on Wednesday when it came to light that her brother, Baron Michael Havers, was the attorney-general who decide not to prosecute Mr. Hayman. “It is a wholly unnecessary fuss,” Lord Havers said in 1981 after maverick Conservative MP Geoffrey Dickens used parliamentary privilege to raise the case. “Absolutely nothing has been achieved by naming a man who has been retired for seven years. All Mr. Dickens has done is made certain that Sir Peter’s shame and embarrassment are known to the world.” (Mr. Hayman, knighted in 1971, had retired in 1974 after his completing posting to Canada). Opposition politicians, as well as lawyers representing some of the alleged victims of the Westminster child abuse ring, said that Lady Butler-Sloss should reconsider her involvement in the inquiry. “She’s part of the establishment, and that raises concerns and the relationship in terms of her brother, I think, is too close for comfort. I think that’s the conclusion most people will reach,” Labour Party MP Simon Danczuk told the BBC. Lady Butler-Sloss, 80, has said she had no intention of stepping aside. A spokesman for Mr. Cameron stood by the appointment of Lady Butler-Sloss, who he said commanded “widespread respect and confidence.” Her suitability has also been questioned because she sits as a life peer in the House of Lords, an institution that may come under scrutiny in any inquiry. Lord Leo Brittan, the Thatcher-era Home Secretary who received the 114 now-missing files from Mr. Dickens outlining the pedophilia allegations, also currently sits in the House. Mr. Dickens, who died in 1995, said in a 1983 newspaper interview that his files contained “eight names of big people, really important names, public figures.” He also said he had been harassed – and his house had been broken into twice – after he went public with Mr. Hayman’s name. Elm Guest House investigation: Former senior cabinet minister faces rape investigation By James Hanning , Paul Cahalan A former senior cabinet minister is now the subject of a rape allegation currently being considered by the Crown Prosecution Service. Police investigating possible child abuse at the Elm Guest House in West London have submitted a file on the former minister, and the CPS is expected to come to a decision over the matter during the summer. The claims are not believed to relate to the abuse of minors at the guesthouse, and the alleged victim was over the age of consent. The allegation follows evidence given to the Metropolitan Police’s Operation Fernbridge, which is investigating claims that a well-connected paedophile ring was operating from a guesthouse in Rocks Lane, Barnes, south-west London, in the early 1980s. The inquiry has been examining hundreds of leads submitted to it after a politician claimed that a historic paedophile ring with connections to Downing Street had been in operation there. The extent, breadth and wide timeframe of the claims led police to look beyond the Elm Guest House’s allegedly dark epoch and beyond the abuse of children. Police have been looking into claims that young boys from the Grafton Close care home, run by Richmond council, were sexually assaulted at the guesthouse – now a block of respectable flats. It is alleged that the boys were taken to organised parties at the house attended by prominent people, where they were made to dress up. The parties were often “Kings and Queens” themed, a practice begun around the time of the Silver Jubilee in 1977. The lack of charges relating to the guest house has given rise to counter-claims of “conspiracy theories” and cover-ups. But in January 2013, The Independent on Sunday revealed that the disgraced Liberal Democrat politician Sir Cyril Smith, who for decades abused children without ever facing justice, was a regular visitor to the Elm Guest House. The revelation came after police raided the house of one childcare worker and seized documents said to contain the names of some of those who stayed at the guesthouse. Those on the list also included prominent politicians, judges and celebrities. The Fernbridge investigation came in the wake of the allegations surrounding the TV presenter and DJ Jimmy Savile. In October last year, Tom Watson MP told Parliament that an evidence file on Peter Righton, a former child care worker convicted of importing illegal homosexual pornography in 1992, contained “clear intelligence of a widespread paedophile ring”. At Prime Minister’s Questions, he said: “One of its members boasts of a link to a senior aide of a former prime minister, who says he could smuggle indecent images of children from abroad.” Scotland Yard is still investigating those claims, as well as suggestions that its officers failed to carry out a proper examination of child abuse claims in Richmond in 2003, when the Independent Police Complaints Commission received allegations from a concerned council worker. And on October 20th 2013, the Daily Express ran a story about a former child protection officer, Chris Fay, who had a gun held to his head by a Special Branch officer when he was trying to help victims of child abuse which included Elm Guest House in Richmond, South London. From Express.co.uk: “It became very dangerous. People seem to forget that Special Branch could do what they liked, they were a law unto themselves. At one point they had me up against a wall by my throat with a gun at my head telling me in no uncertain terms that I was to back away if I knew what was good for me. A colleague of mine had the same treatment, as did a number of the volunteers. Victims who were actually abused at Elm House were also physically stopped from coming to speak to us at the NAYPIC office in north London. I witnessed Special Branch officers manhandling them and turning them away with a warning to keep their mouths shut. It was blatant, it was open, they were acting like gangsters. In the end we had to meet victims at a local community centre without the knowledge of the police to hear what they had to say.” NAYPIC was given the identities of senior politicians who formed part of an alleged paedophile ring at the heart of government. However, Mr Fay said: “I was told by the police implicitly, ‘We do not want you to come to us with big names’.” In a sinister twist, he said his kitchen window was shot at, leaving three bullet holes in the glass, although he never found out who was responsible. John Stingemore, 71, was today charged along with Father Anthony McSweeney, 66, with indecent assault and making indecent images of children. Both were arrested under the Metropolitan Police’s Operation Fernbridge, which is investigating historic allegations of sexual abuse at Elm Guest House in Barnes. They were charged today and will appear at Westminster Magistrates’ Court on bail on September 4 – rebailed to September 18th 2013. Stingemore and McSweeney.They are due to appear at Southwark Crown Court at 9:30 AM on Sept. 18th 2013. Mr Stingemore, who lives in East Sussex, will face eight counts of indecent assault, two of taking indecent images of a child and one of conspiracy with persons unknown to commit buggery. Mr McSweeney, a Roman Catholic priest from Norfolk, has been charged with three counts of indecent assault, one of taking indecent images of a child, three of making indecent images of a child and one of possessing indecent images of a child. The charges relate to seven victims, all aged between nine and 15 years when the alleged offences took place during the 70s and 80s. Anyone with information, who has any concerns or believes they may have been a victim is asked to contact the NSPCC on its helpline 0808 800 5000. A 69-year-old man remains on police bail, to return in September. UK-Amsterdam Paedophile Snuff Movie Connection ​ Many believe that Jimmy Savile was just the tip of the iceberg…​ It is now well-known that highly organised, criminal paedophile rings have carried on with their sordid trade outside of the law for decades in Britain and Europe, but the full extent of their activities has still yet to be uncovered – partly due to the high-ranking names involved in this sordid underworld. ​ Earlier this year, it was reported by a major UK daily newspaper that in the 1980′s, a former female member of the UK parliament sexually abused a thirteen-year-old boy called Andrew Ash. He said: “It wasn’t just politicians, there were also a number of celebrities, including Jimmy Savile, who seemed to have a lot of good links to MPs and powerful businessmen”. Andrew Ash describes how he was brought from a government-funded children’s home, then over to Parliament – where he was sexually abused. The female MP was part of a pedophile ring ‘at the heart of government’ – a ring that included Sir Jimmy Savile. British-Dutch Connection It was also reported that Andrew was also trafficked to Amsterdam on a number of occasions. No one knows just how far and wide these organised rings stretch, and what is the exact extent of their criminal activity. Beyond the ritual and sadomasochistic abuse, the lowest rung of this evil ladder is said to be the “snuff film” business, where paedophile network members capture their horrific fetishes on film or tape, before selling them through a lucrative distribution black market catering to wealthy network members around the globe – with a well-established customer base in the US, Italy, among others. Films can fetch up to $20K (or more) per copy. From past Guardiannewspaper investigations (see story below), it was revealed how British ex-pat paedophiles were operating out of Amsterdam, Netherlands, and used gay brothels as a front for their more exotic commercial productions. “Police believe (it’s) part of a much wider ring involving ‘influential, professional people and its tentacles reach into Westminster and Whitehall”, said to ‘resemble the Mafia’ in its organisation and strength.” Read Aangirfan’s VIP child abuse timeline here Now let’s take a look back at what was reported in 2000 by Nick Davies from the Guardian, who announced at that time: “The international boy business is alive and well, and, quite possibly, getting away with murder.” To what extent this dark empire still operates is largely unknown, and cracking it has proven extremely difficult – not least of all because of the VIP names involved, and the high-level derailing of genuine police investigations into these cases… When Sex Abuse Leads to Murder Award-winning journalist Nick Davies concludes a series looking at the evils of paedophilia by confronting the grim mysteries of snuff movies Nick Davies Guardian A year after Bristol detectives finally started to unravel the ring of paedophiles who had been abusing children there for up to 20 years, they found an informant with an alarming story. The man, whom we will call Terry, had a long history of sexually abusing boys. He did not come from Bristol but, by chance, he had come across some of the paedophiles the detectives were investigating – in Amsterdam, where he said they had become involved with a group of exiled British child abusers who had succeeded in commercialising their sexual obsession. The exiled paedophiles were trafficking boys from other countries; running legitimate gay brothels and selling under-aged boys “under the counter”; they had branched out into the production of child pornography. And they had killed some of them. One boy had simply been shot through the head, Terry said: he had been causing trouble and had been executed in front of several pae dophiles. Another, he believed, had been thrown into one of the canals. But the one about whom he spoke the most was a boy who had been tortured and killed in the most painful fashion in the course of producing a pornographic video. Terry said he had seen most of the video himself and had vomited before he could reach the end. The few detectives who specialise in the investigation of child abuse invariably say the same thing about “snuff” movies: they have often heard of them, sometimes pursued them but never found one. The videos remain one of the great unsolved mysteries of the burgeoning underworld of international sexual exploitation. Twice told tale Terry’s account was so hideous as to invite disbelief. It was clearly possible that he was inventing the story in an attempt to curry favour with the detectives as they turned over Bristol’s paedophile subculture. And yet the detectives discovered that the allegation had been made before. Not just once but repeatedly, evidence had come to the attention of police in England and the Netherlands, that, for pleasure and profit, some of the exiled paedophiles in Amsterdam had mur dered boys in front of the camera. Some of the evidence had been pursued. Some of it had been ignored. None of it had led to a murder charge. For a short while, the Bristol detectives thought they might be able to make progress in tracking down the truth; but when two of them flew to Amsterdam in the autumn of 1998 to pass on their information to Dutch officers, they hit a wall. READ THE ADDITIONAL GUARDIAN REPORT HERE: British link to ‘snuff’ videos Terry had described the flat in Amsterdam where he had seen the video; he had named the owner of the flat who was, by implication, also owner of the video; he had provided the name of the man who carried out the killing; he had described events on the video in detail; he had provided the approximate age and the first name of the dead boy. Dutch police said it was not enough: without the full name of a victim, they would not begin an investigation. Having fought their way through the swamp of inertia which surrounds British policing and prosecution of child abuse, the Bristol detectives had now hit the deeper swamp of virtual paralysis that afflicts its international policing. Within their own jurisdictions, there are now specialist paedophilia detectives – for example, in London and Amsterdam – who will work relentlessly to lock up predatory child abusers. But when they try to move abroad, the potentially powerful machine starts to misfire. The result is that there is now a flourishing underground trade in boys who are being exported from the economic chaos of eastern Europe, as well as from the streets of London, to be put to work in the sex industry of western Europe. And no effective police operation to deal with it. Predatory paedophiles cross whatever borders they like in order to pursue their obsessions; the police who might follow them are almost always trapped within their own narrow jurisdictions, partly by differences in law and procedure, partly because they lack the manpower and money to work internationally. There is an exception to this rule of parochialism, in the highly funded war against drugs, but in the perverse world of modern policing, the trafficking, rape and alleged murder of children has a far lower priority. We have uncovered an international paedophile ring whose roots spring from Amsterdam, where, in the late 1980s, a group of British paedophiles set up a colony, exploiting the freedom of the city’s gay community as cover to make a business of their fantasies. Legal front One of the first to do so was Alan Williams, the “Welsh Witch”, who already had a vicious history of abusing boys in south Wales. Williams arrived in Amsterdam in 1988, aged 21, and soon set himself up as the manager of a gay brothel called Boys Club 21 at 21 Spuistraat, near the central station. Across the road at number 44, another British paedophile, a chubby Londoner named Warwick Spinks, then aged 25, was running a similar club called the Gay Palace. Both clubs had a legal business, running a bar and offering the services of adult male prostitutes. But Williams and Spinks had much crueller interests. Williams had fled to the Netherlands after being convicted in Britain of indecent assaults on boys. In Amsterdam, he boasted of the day in south Wales when he had seen a 10-year-old boy on his bike, grabbed him, raped him, and, when he cried, strangled him. From Boys Clubs 21, he organised the importing of boys from Cardiff and London, inflicting intense violence on any who defied him. Spinks had been running a mail order pornography business from Brighton, before he moved to Amsterdam, where he pioneered the trafficking of boys as young as 10 – first, from the streets of London, and, after the collapse of the Soviet Union, from the poverty of eastern Europe. Having brought them to Amsterdam, he used these “chickens” himself, sold them into the brothels or through escort agencies and put them in front of the camera. Some resisted, some ran away, but most were made to comply through the removal of their passports and doses of drugs and violence. By 1990, these two clubs on Spuistraat, together with Boys for Men, De Boys, the Blue Boy and the Why Not, had become the busiest watering holes in the international paedophile jungle. Dutch police estimated there were 250 paedophiles involved in the production of child pornography in Amsterdam with an unknown floating population of child sex tourists from all over the world – and it was the British who formed the hard core consumers: Stephen Smith, who had helped to found the Paedophile Information Exchange, fled there when police in England prosecuted the organisation; Russell Tricker, now 58, a former private school teacher who was convicted of child sex offences in the UK, used his job as a coach driver to ferry suitable boys from London; John Broomhall opened a porn shop on Spuistraat and was caught with more than 1,000 copies of videos of under-aged boys; Mark Enfield, now 41, sold a video of himself abusing a drugged boy. Alan Williams introduced two paedophile friends from Wales, John Gay and Lee Tucker, both of whom were to become central targets for Bristol detectives. The two men found they could sell Welsh boys into the clubs on Spuistraat and then make more money by investing in child pornography. They bought video equipment, set up TAG Films, and visited Amsterdam regularly to make films, which they sold through distributors in the US and Germany. At the time, Dutch law punished production of child pornography with a maximum sentence of only three months. By October 1990, detectives on the old obscene publications squad at Scotland Yard were picking up worrying signals. An informant told them that someone called Alan Williams was trafficking boys into Amsterdam and that Williams had asked him to smuggle a child porn video back into the UK. Another informant told how he had smuggled a dozen tapes in the opposite direction: they had been produced, he believed, in north London, equipped with a bondage room for boys. He had delivered the tapes in Amsterdam to “Alan from Cardiff” at Boys Club 21. The informant said he had visited the Gay Palace across the road, where he watched videos of boys in bondage, aged 11 to 14, being buggered by masked men. Soon, other informants were offering more detail. One man said he had seen Warwick Spinks selling a special video for £4,000. It showed a boy whom he thought was only eight or nine being sexually abused and tortured by two men. But the most startling allegations came from a gay man, “Frank”, who had gone to Amsterdam in July 1990 and found himself caught up in this paedophile underworld. In 1993, he spoke to the same officers at Scotland Yard. Frank told police that Warwick Spinks had invited him to come on a trip to the Canaries, where he had suggested Frank should help him sell videos and showed him a sample. Frank said he watched in growing horror as the video played out a murder – a boy who seemed to be no older than 12 was beaten and attacked with needles, before being castrated and cut open with a knife. The video seemed to have been shot in a barn, and detectives later learned that Williams and his friends had been talking about making a video in a barn that belonged to a German from one of the Spuistraat clubs. Scotland Yard was in a difficult position: the informants were British and so was Spinks, who by this time had left Amsterdam and was living in Hastings, East Sussex. But everything else in the story was scattered round Europe. After long negotiations within Scotland Yard and with their counterparts in the Netherlands, the detectives set up Operation Framework, and, as the Guardian reported in 1997, they recruited an undercover officer to pose as a child abuser and befriend Warwick Spinks in England. In a series of meetings, Spinks described how he picked up boys in Dresden, in Bratislava in the Czech Republic, and in Poland, where, he claimed, they cost only 10p. The undercover officer asked Spinks if he could get him a sado-masochistic video featuring boys as young as 10, and Spinks replied that he knew people in Amsterdam who could: “I know, well I knew, some people who were involved in making snuff movies and how they did it was, they only sold them in limited editions, made 10 copies or something, 10 very rich customers in America, who paid $5,000 each or something like that”. Spinks divulged no more about the video and failed to produce a copy of it. Without more evidence, Scotland Yard could not justify the expense of keeping the undercover officer or of sending officers to Amsterdam, where, in any event, they lacked police powers. They arrested Spinks in Hastings and charged him with adbucting and raping two homeless boys from the streets of London and selling one of them into a Spuistraat brothel. He was jailed for five years. But the allegation of murder would not go away. As the Guardian reported in 1997, another gay man, Edward, claimed to have seen five Amsterdam videos, each featuring the sexual torture and death of a boy. Dutch police investigated and said they could find no evidence. Now, Terry had offered the Bristol detectives more evidence about life on Spuistraat. He explained how John Gay and Lee Tucker set themselves up as video pornographers, first taking a group of boys to an isolated farmhouse in France, and then making visits to Amsterdam to film with the boys there. And dealing with snuff movies he told how, in 1989, he had been alone in a flat which belonged to one of the key figures in the Amsterdam paedophile scene, whom he named; he had found a video and watched as it played out a murder – a boy was beaten before being castrated and cut open with a knife. At first sight, Terry might have been describing the video Frank saw but its details differ: Frank described a video shot in a barn; Terry says his was shot in a flat. Frank described the abuse and murder of one boy; Terry says there was a second boy, who was also being abused and who was alive at the point he turned off the tape. And yet, the overlap is striking: the specific nature of the violence is identical; and Terry names the man who actually committed the killing – he is the same German whose barn was allegedly picked as a porn studio by the child porngraphers. Terry, Frank, Edward and Spinks certainly mixed with the paedophile colony in Amsterdam in 1989/90 and all four separately claim at least one boy was killed on video. Spinks told the undercover officer that a German boy was killed; Frank says Spinks once hinted to him that a German boy named Manny had been murdered; we have confirmed from talking to boys who worked in Spuistraat at the time that a boy of that name and nationality, then 14, did disappear. Terry, however, says he thinks the victim of the video which he saw was Dutch, named Marco and probably 16…

According to Mr Watson, the material provided clear evidence of a widespread, powerful paedophile ring, but the leads were not followed up. Watson's blog post also hints at a connection with the current police investigations into the allegations that Jimmy Savile was a paedophile. They say some may have specifically requested films of killings. British authorities yesterday confirmed that scores of Kuznetsov's videos, produced in his small flat in Moscow's rundown Vykhino district, have been found in the UK. They are concerned that 'snuff' movies in which children are killed may have also been imported. Around a dozen British men have already been arrested and charged with offences alleged to be connected to the Russian tapes. A second Russian child porn ring, which allegedly had a British distributor, was broken up earlier this year. The investigation into the importing of violent Russian child porn which led to the identification and subsequent imprisonment of Kuznetsov started about 15 months ago after Customs seized material coming into the country. Since then there have been dozens of other finds. 'We have seen some very, very nasty stuff involving sadistic abuse of very young children, but actual deaths on film takes it a whole step further. That is very worrying,' said one senior customs officer this weekend. British paedophiles were paying between £50 and £100 for Kuznetsov's tapes, the officer said. Further fees were paid for access to a website that features pictures of extremely violent abuse. Though two men arrested with Kuznetsov have also been imprisoned by Moscow authorities, only one of the three remains behind bars. Dmitri Ivanov was sentenced to 11 years for actually participating in the abuse that was being filmed. The others were released under an amnesty aimed at clearing Russia's overcrowded prisons. When officers from the Moscow Criminal Investigation Department raided Kuznetsov's flat they found two boys in a makeshift studio. They seized a huge quantity of films and other pornographic material as well as lists of clients in Italy, Germany, America and Britain. Last week Italian detectives moved in, following months of inquiries, and arrested eight people. The police searched more than 600 homes and say they now have evidence against about 500 people. Among the suspects were businessmen, public employees and a university student. Several of them were married, with children of their own. Hundreds of people are also under investigation in Germany. The Russian videos, which had been ordered over the internet, were intercepted when they came into Italy by post, repackaged and then delivered by undercover police officers. They cost between £300 and £4,000, depending on what type of film was ordered. Covert film of young children naked or undressing was known as a 'SNIPE' video. The most appalling category was code-named 'Necros Pedo' in which children were raped and tortured until they died. Police in Russia and the UK believe that Kuznetsov and his associates have been in business for more than two years in which time they are believed to have recruited around 100 boys - aged between nine and 15 - to be filmed. 'Most of the children were rounded up from railway stations. A lot of them came from the suburbs, or surrounding regions and were from deprived, problem families,' said Kiril Mazurin, a police spokesman. 'Usually when children like this arrive in the capital, they've got no idea where to go and hang around in the station. It's very easy to entice this kind of teenager - with a promise of a warm bed or a trip to the cinema.' Many were lured away from orphanages. 'Children are not locked in,' said Mazurin. 'Anyone can come along and promise them a meal at McDonalds. It doesn't take any more than that." Some children were paid a commission to find other boys willing to be filmed, according to reports in the Russian press, for a fee of between 100 and 300 roubles (£2.50 - £7). Kuznetsov had given up his job in 1998 to devote himself to the lucrative pornography industry. A self-taught computer expert, he was in the process of upgrading his equipment to allow him to e-mail videos directly to clients when police raided him. Many customers repeatedly ordered videos from him. The Naples newspaper Il Mattino published a transcript of an alleged email exchange between a prospective client and the Russian vendors.
