Wow, he's totally reading off a Cue Card.
So the kid thought the lifeguard was rude to another kid? So did the lifeguard's supervisors, who decided to review his behavior to see if he needed retraining.
That David Hogg thought this was out of line is less interesting than the response to his comments:

The right to bear arms is now as threatened as it has ever been in America, and it is precisely the fault of those who insist that the 2nd Amendment requires that mentally ill people must be allowed to have firearms and that the Constitution requires the freedom to own weapons capable of causing many casualties in a short period of time.
The reason people are talking seriously about repeal of the 2nd Amendment is because they see as an alternative a future with greater and greater means to kill being accessible to every person, even those prone to violence.
