And John 1:31 wrote that water baptism was made known and manifest to Israel , and I have never seen where it was manifested to gentiles ?

Both Jews and Gentiles were baptized with water.
Both Jews and Gentiles were baptized with the Holy Spirit.
And are you pointing at Cornelius ?
If you are ? is Cornelius now part of Israel ?
Or is he part of the b o c ?
Acts 10:47 and 48 ?
And is water baptism still required today ?

BTW, what was "manifested" to Israel was Jesus...not baptism.
John 1:29-31..."The next day John seeth Jesus coming unto him, and saith, Behold the Lamb of God, which taketh away the sin of the world.
30 This is he of whom I said, After me cometh a man which is preferred before me: for he was before me.
31 And I knew him not: but that he should be made manifest to Israel, therefore am I come baptizing with water."

Peter did not know the gospel of the grace of God when he baptized gentiles.
There are both Jews and gentiles is both of God's plans. But they have different standings in each.
God chose Israel for a purpose. God called Paul for a different purpose. We, today, are to follow Paul as he follows Christ.
