...unless the baby's father is a rapist.

...unless the baby has a disability.

...unless you observe a 24 hour waiting period.

...unless the baby's grandparents are notified that it is going to be killed.

You really have to wonder about that 24 hour waiting period. Does waiting somehow make the baby less alive than it was 24 hours prior?

The idea there is one is to assume that in 24 hours she will come to her senses.
