Is violating the FARA a serious crime or not?

The FARA act has rarely been enforced since it was enacted in 1938. There has been only one case tried that resulted in a jury conviction since 1966. If we add Paul Manafort's guilty verdict that makes two, so how seriously do American law enforcement officers and justice officials take violations of FARA, and how sure are we that all cases of accused violations of the FARA act are in fact legitimate? Manafort's charge of violating FARA was not just, considering his Clinton-crony democrat business partner in the same boat was never charged.


FARA is enforced and administered by the DOJ National Security Division’s Counterintelligence and Export Control Section and FARA Registration Unit. From 1939 to 1992, there have been 85 known FARA enforcement cases. From 1966 to 2015, according to a 2016 report issued by the DOJ Office of Inspector General, there have been 7 known criminal FARA cases (one conviction, two guilty pleas, two non-FARA guilty pleas, two dismissals) and no known civil enforcement actions since 1991. Violations of FARA are punishable by a fine of $10,000 and up to 5 years in prison.

Hunter Biden is now under investigation for allegedly having violated FARA. The case against Manafort was weak - even strained - but the case against Hunter Biden is strong and direct. Let's see how modern DC justice officials handle this case against one of their own instead of against someone connected to President Trump whom they despised.


A search of Justice Department databases reveals that Hunter Biden failed to register as a foreign agent while promoting the interests of foreign business partners in Washington, including brokering meetings with his father and other government officials, and RealClear Investigations has learned that at least one Senate committee is investigating whether Joe Biden’s son violated federal laws requiring disclosure of such foreign contacts.
