Examining two racist attacks in the past 5 years we see some clear distinctions between how officials view the similar crimes. The first crime was at Charlottesville on 8-12-2017 and was committed by a right-wing supporter of the protesters opposing removing the statue of Robert E. Lee. 35 people were injured and one woman died. The second attack was committed in Milwaukee on 11-21-21by a black man with a history of advocating violence and hatred against whites and Jews In other words, the Milwaukee attacker was clearly a racist with hatred for whites and Jews. The Milwaukee attack resulted in 6 deaths and 62 injuries.

The counter-protesters had showed up that day with declared intentions of disrupting the protest against the removal of the Lee statue. Things got ugly on both sides with numerous physical assaults and confrontations. Fields drove his car into the crowd at a reported speed of 23-28 miles per hour. About a mile from the crash site he was pulled over and when arrested kept apologizing. He started crying when told one person had died. He was, after all, just a 20-year-old kid at the time. Fields was charged with 30 violations of hate crime laws.
The Milwaukee driver, Darrell Brooks, was a 39-year-old career criminal with known ties to black racist and black supremacist organizations. He had a long rap sheet that included crimes of hatred, violence, racism, and assaults. He reportedly drove his car at 40mph through barricades and into the crowds, deliberately zigzagging in order to hit as many people as possible. He was offended after his arrest that people were calling him a bad person. He has not been charged with violating hate crime laws as far as I can tell.
The career criminal black racist murderer has not been charged with hate crimes and the white kid with no criminal record and dubious motives for driving into a crowd is buried under dozens of charges for allegedly committing hate crimes.
