I hope that at our military academies at West Point they're factoring in the law of unintended consequences. The negative side of smart bombs and precision guided munitions is that you could defeat a government, beat its military and the population has minimal to no sorrow or repentance that their country and their government was in the wrong. That is a consequence.
Muslims have this reasonable fear of American culture. They look at the Taliban and covered women from head to toe and they might not be too thrilled with that but they compare it to Hollywood that strips a woman naked and puts video cameras all around her. And they say, "You know what? The Taliban is a lot less scary to us than Hollywood."

Bob was not suggesting deliberately bombing innocent civilians. He was merely pointing out that smart bombs which kill very few civilians might cause no change of attitude among them which could cause more problems in occupying a defeated nation. It's now a new factor to consider in deciding whether or not to go to war with another country in the first place.
