But if our gospel be hid, it is hid to them that are perishing: in whom the god of this world hath blinded the minds of them which believe not, lest the light of the glorious Gospel of Christ, who is the image of God, should shine unto them. - 2 Corinthians 4:3-4

It's simply not their time for salvation. Be patient.

The LORD has made everything for His own purpose,
Even the wicked for the day of destruction.
Everyone who is proud in heart is an abomination to the LORD;
Assuredly, he will not be unpunished. -
Proverbs 16:4-5

Some are full of PRIDE and cannot humble themselves before the LORD to obtain salvation.
They have an evil and wicked heart, a heart like Satan has... full of PRIDE.
