The word ‘responsible’ is not confined to being able to respond to commands, it generally means being able to respond and take responsibility.
Example: I do not throw my burn barrel on someone else’s property, not because I am responding to higher authority, rather because I am responsible for my own trash and do not desire to make it my neighbors problem. Others fail at this responsibility and seldom face a need to respond to authorities.
