Gal 3:10
For as many as are of the works of the law are under the curse: for it is written, Cursed is every one that continueth not in all things which are written in the book of the law to do them.
Everyone for whom Christ did not die for are under the curse of the law. Thats because their sins against the law of God are being charged to them, having not been charged to Christ the Surety of the Sheep Jn 10:15
15 As the Father knoweth me, even so know I the Father: and I lay down my life for the sheep.
Now as many as are of the works of the law, they are under the curse ! Which cannot be the case for sinners Christ died for since He was made a curse for them and redeemed them from the curse of the law Gal 3:13
13Christ hath redeemed us from the curse of the law, being made a curse for us[by dying for our sins]: for it is written, Cursed is every one that hangeth on a tree:
Now those sinners whom Christ didnt die for, being under the curse of the law, they will always seek salvation/justification, acceptance with God by some kind of condition, requirement man must do in order for God to save, justify or accept them. Thats in essence, they are as described in Gal 3:10a

As long as man remains in a state of nature, unregenerate, being under the curse of the law, they cannot escape thinking that salvation is conditioned upon the sinner.
